The measurement is from the end of the leather on the buckle side to the middle hole on the other side. Refer to the diagram attached. It has a two inches margin on both sides. So for example an 11 inch collar will have a size range of 9 inches to 13 inches. Please measure your dog neck for appropriate sizing.
X-Small (11"): Adjustable from 9'' to 13'' with a width of 1".
Small (15"): Adjustable from 13'' to 17'' with a width of 1".
Medium (19"): Adjustable from 17'' to 21'' with a width of 1.5".
Large (23"): Adjustable from 21'' to 25'' with a width of 1.5"."
